Job Overview
The Renewable Energy Policy Analyst will lead research, analysis, and formulation of policies that promote renewable energy deployment in Zambia. Working within the Policy & Regulation department, the analyst will assess existing regulatory frameworks, identify gaps, and propose evidence‑based solutions to accelerate investment in solar, wind, hydro, and biomass projects. The role involves close collaboration with the Ministry of Energy, the Energy Regulation Board, utility companies, and international development partners. The analyst will also prepare policy briefs, white papers, and stakeholder consultation reports that inform decision‑makers and support AfDB’s financing initiatives for clean energy projects. This position is integral to AfDB’s mission of fostering sustainable energy solutions that drive economic growth, reduce carbon emissions, and improve energy access for underserved communities.
Key Responsibilities
- Conduct comprehensive analysis of Zambia’s renewable energy policies, regulations, and incentives.
- Develop policy recommendations that align with international best practices and AfDB’s strategic objectives.
- Prepare detailed policy briefs, white papers, and impact assessments for senior management and external partners.
- Facilitate stakeholder consultations with government agencies, utilities, NGOs, and private investors.
- Monitor and evaluate the implementation of adopted policies, providing feedback for continuous improvement.
- Support the design of financing mechanisms and risk mitigation tools for renewable energy projects.
- Collaborate with AfDB’s research teams to integrate data analytics and climate modeling into policy development.
- Represent AfDB at national and regional forums, workshops, and conferences on renewable energy policy.
Required Skills
- Strong analytical and quantitative skills with the ability to interpret complex regulatory data.
- Excellent written and verbal communication, including report writing and presentation skills.
- Proficiency in policy analysis tools, statistical software, and GIS mapping is an advantage.
- Deep understanding of renewable energy technologies, market dynamics, and financing structures.

Education

Experience
Minimum of five (5) years of professional experience in energy policy analysis, regulatory affairs, or a related sector. Experience working with government ministries, international development agencies, or financial institutions in the energy domain is highly desirable.
Salary
The position offers a competitive salary range of SSP 150,000 to SSP 250,000 per month, commensurate with experience and qualifications. Performance‑based bonuses and allowances may be provided in line with AfDB’s compensation framework.
