Job Overview

The Infrastructure Planning Manager will lead the strategic planning and execution of large‑scale construction projects across Zambia. Reporting to the Director of Infrastructure, you will oversee feasibility studies, master planning, stakeholder coordination, and risk management to ensure projects are delivered on time, within budget, and to the highest quality standards. Key Responsibilities

• Develop and maintain comprehensive infrastructure master plans aligned with national and regional development strategies.
• Lead feasibility assessments, cost‑benefit analyses, and environmental impact studies for new projects.
• Coordinate cross‑functional teams including engineering, procurement, finance, and legal to ensure seamless project execution.
• Manage stakeholder relationships with government ministries, local authorities, donors, and community groups.
• Oversee risk identification, mitigation strategies, and contingency planning throughout the project lifecycle.
• Prepare and present detailed project reports, budgets, and progress updates to senior management and external partners.

Required Skills

Education

A Bachelor’s degree in Civil Engineering, Construction Management, Urban Planning, or a related discipline is required. Experience

Minimum of eight (8) years of progressive experience in infrastructure planning, project management, or construction engineering, preferably within the African context. Salary
