Job Overview

The Water Resources Management Specialist will lead technical and analytical activities for water supply and sanitation projects across the Western Province, with a focus on the Mongu district. The specialist will design, implement, and monitor water resource plans that align with national policies and World Bank safeguards. Responsibilities include conducting hydrological assessments, supporting the development of water allocation frameworks, and advising local authorities on climate‑adaptation strategies. The role requires close collaboration with engineers, economists, community leaders, and donors to ensure that project outcomes are sustainable, cost‑effective, and socially inclusive. Key Responsibilities

• Conduct comprehensive watershed and hydrological analyses to inform water allocation and infrastructure design.
• Develop and update Integrated Water Resources Management (IWRM) plans in coordination with the Ministry of Water Development, Sanitation and Environmental Protection.
• Lead feasibility studies for new water treatment facilities, distribution networks, and sanitation solutions.
• Prepare technical reports, policy briefs, and project documentation for donors, stakeholders, and government agencies.
• Monitor project performance against key indicators, ensuring compliance with World Bank environmental and social safeguards.
• Facilitate capacity‑building workshops for local water utilities, NGOs, and community groups.
• Support the preparation of procurement documents, tender evaluations, and contract administration.
• Collaborate with climate experts to integrate resilience measures into water infrastructure designs.

Required Skills

• Strong analytical skills in hydrology, water modeling software (e.g., SWAT, HEC‑RAS), and GIS.
• Excellent written and verbal communication abilities in English; proficiency in local languages is an advantage.
• Proven experience in project management, budgeting, and stakeholder engagement.
• Ability to work independently and as part of multidisciplinary teams.
• Knowledge of Zambian water policies, regulations, and the World Bank’s operational framework.

Education

A Bachelor’s degree in Civil Engineering, Environmental Engineering, Water Resources Management, or a closely related field is required. A Master’s degree or professional certifications (e.g., CWWA, PMP) are highly desirable and will be considered an asset during the selection process.

Experience

Applicants must have a minimum of five to seven years of relevant experience in water resources planning, hydrological modeling, or sanitation project implementation. Experience working with international development agencies, government ministries, or NGOs in Zambia or similar contexts is strongly preferred.

Salary

The successful candidate will receive a competitive monthly salary ranging from SSP 120,000 to SSP 180,000, commensurate with experience and qualifications.
